China's State Council has issued a plan for the 15th "Five-Year Plan" period (2026-2030) to build a "Beautiful China", outlining measures to actively and steadily pursue carbon peak. The plan calls for implementing a national strategy to address climate change, meeting nationally determined contribution goals, and fully enforcing a dual control system on total carbon emissions and intensity. It promotes simultaneous development of wind, solar, hydro and nuclear power, deepens energy-saving and carbon-reduction retrofits, controls coal consumption and coal power capacity and generation, and aims to raise the share of renewable energy in electricity consumption while ensuring new power demand is met by clean energy. The plan also includes major projects for climate response and advancing carbon capture, utilization and storage technology and demonstration projects.
