China's Meteorological Administration and the National Development and Reform Commission jointly issued a notice outlining the 15th "Five-Year Plan" for national meteorological development. The plan aims to enhance climate change response capabilities by establishing a global climate change operational system and technical standards. It includes monitoring and assessing carbon sinks in China's natural ecosystems, conducting tracking studies on the 400 mm precipitation line and related regional climate shifts, and strengthening climate carrying capacity and adaptation effectiveness evaluations. The plan also calls for climate change impact assessments and risk projections for key industries, improving the climate monitoring information release system, and building an early warning system integrating climate risk identification, assessment, warning and response. China will deepen its participation in the Intergovernmental Panel on Climate Change (IPCC) assessments and related mechanisms, and actively engage in the World Meteorological Organization (WMO) greenhouse gas monitoring infrastructure and cryosphere change response efforts.
