Gansu Energy Chemical Group has secured the mining right for the Luochuan East coal mine in Zhengning county, Qingyang city, for 1.22 billion yuan.

The acquisition boosts the group's total coal resources to over 5.3 billion tonnes and its controllable coal production capacity to 49.94 million tonnes, achieving its 50-million-tonne capacity target ahead of the 15th "Five-Year Plan" period.

The group has been strengthening regional energy security. In December 2025, it completed the acquisition of a 100% stake in Gansu Huayang Mining from Chinalco, securing the core exploration right for the Luochuan mine. The latest mining right acquisition completes the integration of the entire Luochuan coalfield, resolving a long-standing historical issue over the mine's mining rights.

The Luochuan coalfield, covering an area of 265.85 square kilometers, holds total coal resources of 452.54 million tonnes, including 109.35 million tonnes in the Luochuan block and 343.19 million tonnes in the Luochuan East block. The resource can support a stable annual production capacity of 5 million tonnes.

As the shallowest coal seam in the Qingyang area, the mine's coal seam lies at a depth of only 480-650 meters, with simple geological structure and stable coal seam occurrence. It has three minable coal seams and is classified as a low-gas mine, offering favorable mining conditions, short construction period, low extraction cost and quick returns. The mine is positioned as a key energy supply asset for Gansu province during the 15th "Five-Year Plan" period.

Gansu Energy Chemical said it will accelerate preliminary work and design for the Luochuan mine. Leveraging existing high-quality coal resources in the Ningzheng mining area, including Jiulongchuan, Chunrong and Zaosheng, the group plans to develop coal deep-processing projects in Qingyang and build an integrated coal-power-chemical industrial chain to support a local 100-billion-yuan oil, gas, coal and chemical cluster.
