China's State Council has approved the carbon peak action plan during the 15th "Five-Year Plan" period, according to a meeting chaired by Premier Li Qiang on June 29 that also reviewed AI development, foreign trade trends and a national health plan.

The carbon peak plan is expected to drive economic restructuring and create new green growth points. It urged faster energy mix adjustment, industrial green and low-carbon transformation, and improvements to carbon emission accounting and evaluation systems.

The meeting also stressed the need to accelerate breakthroughs in AI technology and the construction of ultra-large-scale computing clusters, while ensuring high-quality data supply and supporting enterprise-led basic research. It called for deeper implementation of the "AI+" initiative to commercialize smart products and services at scale, and for building a dynamic, tiered safety oversight system.

On foreign trade, China pledged to maintain growth momentum by expanding credit and credit insurance support, increasing imports of quality goods and services, and promoting balanced import-export development. It also emphasized upgrading goods trade brand value and product quality, strengthening services and digital trade, and advancing trade-investment integration.

On public health, the country called for a full life-cycle health service system, better coordination among medical, insurance and disease control institutions, and stronger support for the health industry to expand service offerings and product supply.
